Cheap VPNs are not automatically bad VPNs. Six of the ten providers in our current cycle land under $3 a month on their longest terms, and two of them finished in our overall top four. Here they are, ranked by what the tests actually showed.
1. Surfshark — $2.19/month
The best cheap VPN by a clear margin. 874 Mbps nearby puts it third-fastest overall, ahead of providers charging twice as much. Unlimited devices, five of six streaming platforms, an audited no-logs policy and a 4.3 Trustpilot rating from over 28,000 reviews. The catch is Netherlands jurisdiction, inside the Nine Eyes.
2. CyberGhost — $2.19/month
Same price, different strengths. Six of six streaming platforms, the most consistent unblocking of the cycle, and a 45-day refund window. Slower over distance at 578 Mbps long-haul. Buy this one if streaming is the point.
3. IPVanish — $2.99/month
824 Mbps nearby, unlimited devices, and P2P on every server with a sustained 88 MB/s across a six-hour soak. Best cheap option for torrenting. US jurisdiction and weak streaming at three of six are the costs.
4. hide.me — $2.59/month
806 Mbps, Malaysian jurisdiction outside the Fourteen Eyes, port forwarding included, and the best free tier we have tested if you want to try before paying. Four of six on streaming.
5. Private Internet Access — $2.03/month
Open-source clients, a court-tested no-logs record and tens of thousands of servers. Speed is the problem: 767 Mbps nearby and inconsistent between runs on the same server. Three of six streaming.
6. PrivateVPN — $2.00/month
The cheapest here, and the one with a real caveat: no published independent audit at all, and no WireGuard in the desktop apps. It unblocked five of six platforms from just 200 servers, which is a remarkable ratio, but it was also the slowest in our top eight at 731 Mbps.
The gap between the best cheap VPN and the best expensive one is about 3% throughput. The gap between the best and worst cheap VPN is 20%.
What "cheap" actually costs you
Almost always, the long commitment. Every price here requires two to three years up front, and every one renews substantially higher. Budget for the renewal, or diarise the cancellation date — renewal pricing is the single most common complaint across user reviews of every provider in this list.
What to check before buying any cheap VPN
- The renewal price, not the headline. Every provider here renews at two to seven times the advertised rate.
- Whether there is a published independent audit. PrivateVPN, the cheapest here, has none at all.
- Whether WireGuard is available in the app rather than only by manual configuration.
- The refund window, and whether it applies to the plan length you are buying.
- Whether P2P is allowed if you need it, and on which servers.
Cheap versus free
The gap between a $2 VPN and a free one is far larger than the gap between a $2 VPN and a $5 one. We analysed 23 free apps and found 19 monetising users through tracking SDKs, bandwidth resale or ad injection. Every paid provider in this list passed all four of our leak tests on three operating systems.
If your budget genuinely is zero, use the free tier of a paid product — Proton VPN or hide.me — rather than a free-only app.
Our overall recommendation
Surfshark. It measured third-fastest of all ten providers we tested this cycle, costs the same as the cheapest credible alternative, removes the device limit entirely and holds an audited no-logs policy. Nothing else under $3 combines those four things.
